Based on feedback from the ACNM membership regarding an addendum # 2 relating to the January 18th New Mexico DOT bid letting which requires health insurance on DOT projects, please find the response from DOT Secretary Rhonda Faught.

 ACNN received feedback on concerns that this addendum requiring health coverage had no specifics.  ACNM will continue to work this issue at its February Board meeting in order to work with DOT to get some clarifications on this issue.

 Dear Mike:

 In response to your request for clarification about the requirements stated in the January 11, 2008 addenda to Approved Plans and Specifications, until more clear guidelines are available, NMDOT plans to implement this requirement as follows:

 The low bidder will be required to provide a letter stating that they currently offer, or that they will offer by July 1, 2008, health insurance to its New Mexico employees.
